A Primer on US Sugar in the 2007 US Farm Bill AgEcon

This background paper is devoted to US sugar policy. A first section describes the features and economics of the US sugar program; a second section is devoted to the welfare and trade effects of the US sugar program; and a final section reports on potential emerging reforms, their expected effects, and implications. Beyond well-established findings on the social cost and inefficiency of the US sugar program, the main findings of this paper are as follows. The current sugar program is becoming unsustainable because sugar imports are progressively creeping into the US market through regional trade agreements, eventually inducing large sugar inventories, or contracting domestic production to unpalatable low levels in order to maintain high internal prices....

The international involvement of Alberta-based businesses covers trade in goods, trade in services, and Foreign Direct Investment (FDI), both inward and outward. Increasingly FDI is linked to trade in goods and services. Indeed, the export of services like consulting or construction engineering tends to involve the setting up of supporting facilities abroad (outward FDI), and exports of goods frequently necessitate the provision of maintenance services in their wake, either across the border or through an office abroad. ALBERTA’S EXPORT EXPERIENCE UNDER FREE TRADE AGREEMENTS, 1989-2008: TWENTY YEARS OF FREE TRADE AgEcon

The period of free trade from 1989 to 2008 coincided with a strong expansion of Alberta’s exports. Our review shows that several factors contributed to this success. In addition to favorable trends in energy and commodity prices, the improved access to the US and Mexican markets that resulted from the CUSFTA and NAFTA are shown to be major causes of the positive development of Alberta’s exports. In particular, the significant increase in manufacturing exports can be attributed to the free trade agreements because manufacturing products face higher tariffs in export markets than do raw materials and energy products. An Analysis of an Alliance: NAFTA Trucking and the US Insurance Industry AgEcon

In the NAFTA, the United States agreed to phase out restrictions on the operation of Mexican trucking companies in the United States. When the deadlines came, the Clinton Administration chose to maintain the restrictions. Following a NAFTA panel ruling against the United States, the Bush Administration announced it would remove the restrictions. The decision has met with opposition from both truckers and insurers in the United States, who cite safety concerns. This article examines the economic, political and legal forces at work in this debate, as well as the relationship between the NAFTA and WTO rules on trade in services that apply.

An Illustrated Guide to Research Findings from USDA's Economic Research Service AgEcon
Economic Research Service.
This book contains a sampling of recent ERS research illustrating the breadth of the Agency’s research on current policy issues: from biofuels to food consumption to land conservation to patterns of trade for agricultural products. What you won’t find in this collection is any mention of economists’ favorite analytic tools (regression analyses, for example, and coefficients of variation). We wanted this guide to highlight results, not process. Even so, the findings on display here are all based on rigorous and robust application of such tools as well as use of the latest econometric techniques.

Conversion from Staple to Cash Crop Production in Mexico After NAFTA: Effects of PROCAMPO and Credit Constraints AgEcon

In this paper, we ask whether PROCAMPO helped Mexican agricultural producers benefit from NAFTA. Specifically, we explore the effect of these decoupled income payments (PROCAMPO) on producers’ ability to switch to cash crop production, and whether these payments help alleviate credit constraints for poorer producers. Given that WTO negotiations are currently stalled in part because of the trade concerns of developing nations, exploring the constraints that small producers face and whether decoupled subsidies can assist those producers in benefiting from new markets is important. Deregulating and Liberalizing the North-American Telecommunications Market: Explaining the US-Approach AgEcon

This paper examines the substantial regulatory changes in North American telecommunications markets over the past decade. We argue that a combination of U.S. domestic politics and the logic of international strategic positioning produced substantial and far-reaching reform driven primarily by multilateral actions at the WTO and a set of unilateral U.S. initiatives (primarily benchmarks). Internationally, although NAFTA played an important role as a "building block" for the WTO agreement, we argue the lack of market coverage and more far-reaching WTO agreement ultimately limited NAFTA's role in driving reform. Did Mexican Meat Demand Change under NAFTA? AgEcon

A censored non linear QUAIDS model was applied to estimate Mexican meat demand parameters using annual household survey data for six years from 1992 to 2004. Results suggest that in Mexico and throughout the analyzed period, beef and pork meat were luxury items while chicken was a normal good. Small but insignificant changes in meat demand parameters were found after NAFTA implementation suggesting that changes on consumer behavior due to macroeconomic variables might take longer periods to be quantifiable.

Efecto de procampo sobre la producción y las importaciones de granos forrajeros en México. Colegio de Postgraduados

Para medir los efectos PROCAMPO sobre la producción e importaciones de maíz (Zea mays L.) y sorgo (Sorghum bicolor L. Moench) se estimaron dos funciones de oferta usando series de 1980 a 2009, y se construyó un sistema de ecuaciones en el año 2007/2009. Los resultados indican que el maíz y el sorgo tienen una respuesta inelástica ante el pago de PROCAMPO con elasticidades de 0.24 y 0.22 para maíz y sorgo. Si PROCAMPO no hubiera existido, la producción de maíz y sorgo hubiera sido menor en 17 y 9.1%, respecto al nivel observado en 2007/2009. Un aumento de 50% en el pago de PROCAMPO aumentaría la producción de maíz y sorgo en 1,924 y 286 mil toneladas, y disminuiría las importaciones en esa cantidad. EFFECT OF LIBERALIZED U.S.-MEXICO DRY ONION TRADE: A SPATIAL AND INTERTEMPORAL EQUILIBRIUM ANALYSIS AgEcon

A spatial, intertemporal equilibrium model of the North American dry onion economy is constructed to analyze the impact of liberalized U.S.-Mexico trade. In a free-trade environment, exports of Mexican onions to the U.S. are projected to increase about 50%, while Mexico's share of the U.S. market increases from 8.7 to 12.8%. Farm-level prices in the U.S. are projected to decline 8.9%, while production declines 2.4%. The effect of free trade on U.S. producers is disproportional across regions. Northwest storage onion producers experience the greatest decline in production; however, analysis suggests that improved storage methods may offset a portion of the unfavorable impacts of onion producers; the industry would not be economically devastated.

Exchange Rate Sensitivity of Fresh Tomatoes Imports from Mexico to the United States AgEcon

The agri-food trade between Mexico and the United States grew substantially after the implementation of NAFTA in 1994. While some analysts argue that NAFTA has contributed the most to the dramatic expansion of this trade, others have emphasized the role played by the exchange rate in this process. An attempt is made in this paper to address this issue by quantifying the effects of NAFTA, the Mexico-US exchange rate changes and its volatility on the fresh tomato imports into the United States from Mexico using the maximum likelihood cointegration analysis. Durante los últimos 15 años las exportaciones mexicanas de tomate en fresco (Lycopersicon esculentum Mill.) han perdido competitividad en el mercado norteamericano. En el año 1996 la participación de las exportaciones de México representaban 93.0% de la demanda externa de los Estados Unidos, y para 2009 dicha participación disminuyó a 88.9%. Pesticides are an important farm input both in terms of cost and in terms of their impact on crop yields and quality. With freer trade in agricultural output, differences in cost of production, yield and quality can have a large effect on competitiveness. Thus there is an increased demand by farmers in Canada and the United States for harmonization of pesticide regulations, and in particular for the option to import registered pesticides for their own use. Canada is currently negotiating a Comprehensive Economic and Trade Agreement (CETA) with the European Union; the issue of Geographic Indications (GIs) is on the negotiating agenda and is expected to be one of the most contentious issues in the negotiations.
